About the role

Purelogics are seeking someone who has substantial hands-on experience in U.S. Federal and/or SLED government contracting and, most importantly, has a demonstrable history of contributing to winning government contracts.

Responsibilities:

The person should be capable of strengthening our entire government contracting lifecycle, including:

Opportunity Identification & Qualification:

Identify relevant Federal and SLED opportunities

Analyze agency procurement plans and upcoming requirements

Qualify opportunities based on capabilities, competition, budget, relationship strength, past performance, contract vehicles, and win probability

Establish disciplined Bid/No-Bid decision criteria

Capture Management:

Develop capture strategies before the RFP is released

Identify key decision-makers, stakeholders, incumbents, competitors, and potential partners

Conduct competitive analysis

Develop win themes and differentiators

Establish positioning strategies for strategic opportunities

Coordinate early engagement with agencies and procurement stakeholders where permitted

Build actionable capture plans for priority opportunities

Proposal Management:

Lead RFP, RFQ, RFI, Sources Sought, and related government responses

Develop proposal schedules and compliance matrices

Interpret evaluation criteria and solicitation requirements

Structure technical, management, staffing, past-performance, and corporate-experience responses

Coordinate SMEs, technical teams, executives, legal, finance, and delivery teams

Ensure all submissions are compliant and evaluator-focused

Lead proposal reviews and final quality control

Government Business Development:

Develop relationships with Federal/SLED agencies

Build relationships with Prime Contractors

Identify subcontracting and teaming opportunities

Support partner outreach

Participate in industry days, pre-bid meetings, conferences, networking events, and agency engagement

Help establish a sustainable government contracting pipeline rather than depending only on public bid portals

Contracting Knowledge:

The candidate should have a strong working understanding of areas such as:

Federal Acquisition Regulation (FAR) fundamentals

Government procurement processes

RFP/RFQ/RFI/Sources Sought

IDIQs

BPAs

GSA/MAS or comparable contract vehicles

Teaming Agreements

Subcontracting

Past Performance

Government proposal evaluation processes

Compliance matrices

Pricing coordination

Oral presentations/interviews

BAFOs or negotiation stages, where applicable

Post-submission and post-award processes

Requirements:

The candidate should be able to explain specific opportunities where they personally contributed to a successful government contract award.

During screening, we should try to establish:

Which Federal, State, County, City, Education, or other government agencies they have worked with

What contracts or solicitations they helped win

Whether they were working for the Prime Contractor or a Subcontractor

Approximate contract values, where publicly shareable

Their individual role in the opportunity

Whether they led capture, proposal strategy, proposal management, business development, pricing coordination, teaming, oral presentations, negotiations, or another part of the pursuit

Whether they can differentiate between opportunities they merely submitted and opportunities they actually helped win

8–15+ years of overall professional experience

At least 4–6+ years specifically working in U.S. Federal and/or State, Local and Education (SLED) government contracting

Direct involvement in multiple awarded government contracts

Experience working with technology, software development, digital transformation, IT services, cloud, cybersecurity, AI, web development, application modernization, or related professional services

The number of years alone should not determine suitability. Someone with fewer years but a strong, verifiable record of government contract wins would be more valuable than someone with extensive experience who has primarily written or coordinated proposals without meaningful capture or award experience.

Experience:

8–15+ years of overall professional experience
